Finding a reliable public proxy server list is like looking for a need in a haystack.  There are plenty of sites with public proxies listed and finding these sites is very easy to do.  The problem with a public proxy is that it is public and usually free.  This causes public proxies to be very unreliable and sometimes dangerous to use if you are really concerned about hiding your true identity while online.
