If you want an IP address changer, you will first need to get yourself multiple IPs. There are some websites selling software that claim to be able to change your IP address, but if you don't already have multiple IPs you can use, these programs don't work. Depending on where you live and the type of internet connection you have, you might already have multiple IPs you can use and be able to change your IP easily. If you have a dynamic DSL connection, you can change your IP by reconnecting or redialing to the internet. This doesn't always work as some ISPs give their customers fixed IPs that don't change. Also, if your IP is banned and you are trying to change your IP to get around some kind of website ban, this trick typically won't work as many websites ban entire IPs ranges.
If you have a fixed internet connection or your IP range has been banned, the next solution is to get yourself a proxy server, or more specifically an elite proxy. Elite proxies will give you access to IPs outside of your ISP range and this will allow you to bypass the ban. Changing IPs on an elite proxy can be easily done using free software or through your web browser.
There is no need to pay for an IP address changes if your have a DSL connection, just redial and you have a new IP. If this doesn't work, consider getting an elite proxy to be able to change to a new IP address easily.
